Open Skies allows European carriers to fly passengers to any U.S. city and vice versa. Prior to March, when the agreement came into effect, carriers had to stop in their home countries before dropping passengers in other locales. Open Skies will increase competition and reduce costs, which will make more passengers willing to travel. Wallets, however, will remain closed if airlines continue to offer high-chair sized seats to adult passengers.
